It would be difficult to pinpoint Hugin's true appearance, he has changed it around to such an extent that he might just as well be a different person. When a being has the option to look like whatever they want, it does create the tempting option to do just that. The truth is that Hugin (and most of his friends and family) no longer remembers what he used to look like in his true form. The one thing that does stay the same is his sheikah eyes, red as they are.
Background:
The Faraway Past
Hugin Avorée was born as one set in a pair of twins, with the other being his brother Munin. Their mother was the fairy Circe, and the sheikah sorcerer Sartor Avorée. The birth of the twins has always been a matter of debate, and there is no question that their father tampered with them at their creation. It has always been unknown why Sartor experimented with his children in the way that he did, and none of them has ever asked about it. In the case of Hugin and Munin, the brothers were born as two sides of a coin, two opposites of very different extremes. The older twin Munin came to personify order, law, and creation. Hugin, on the other hand, came to be a personification of chaos, discord, unlawfulness and destruction. During the time of their childhood, it was less prominent, but Hugin had an affinity for destroying things and found much delight whenever he did so. (Much to his twins horror) Even so, the two brothers were always very close growing up, they had a bond that they could not ignore. Chaos - Order, Creation - Destruction, these are all opposites, and part of a circle, to know one the other is needed.
As the two grew older, their relationship became a lot more complicated. Hugin liked to spread chaos, and it was common for him to instigate different kinds of situations that resulted in a lot of disruption and a fair share of destruction. This did not sit well with Munin, who was working hard to keep things in order whenever possible, and the brother certainly did not help. These two individuals have appeared in different fairy tales during the course of history. The Lord of Order tried to influence a village to help them prosper, and The Lord of Chaos would support their enemies and influence a conflict that resulted in a war between the two sides. Sometimes they were depicted as ravens, other times as children- In rare occasions, the Chaos Lord was used as a sign of freedom and liberation, wherein the Lord of Order instead came to represent oppression and tyranny. In whatever iteration they are depicted they are never known by name, just their titles. Where Munin liked to plan ahead, keep himself to a set of laws in order to keep order, Hugin instead function all on instincts, he always liked to improvise.
Some 350 years before current times, Hugin had another conflict with his brother in a region by the southern borders of Hyrule. It is unknown what it was about, but the result was that Munin managed to seal away his twin with a spell. This spell sealed away Hugin into one of his father's old towers, leaving him there to rot away in solitude. For 200 years he has been sealed away like this, and it did little to help him become a more mentally stable person. After the release of the dragon Thorodan, something broke the seal placed on Hugin's tower and he was set free, escaping his prison and tasting the air of freedom again.
The Chaos of the Crusade
After his release, the Chaos Lord took his time to get a feel of the land, and the situation as it was. He could sense his brother's influence around the Hylians. No, he could not be certain that his brother was there, but he did not feel like he wanted to reveal to Munin that he was free. He did sense that the Hylians and their precious Queen was people Munin would have liked, and they seemed to value many of the ideals his twin liked, so naturally, he was not going to have any of that! What Hugin did instead was visiting one of the other factions, the group created by Lady Dominicia. Her claim to be Queen was amusing, and Hugin saw a perfect opportunity to use the situation in order to create some much-needed chaos.
Initially, he was not having much interest in the whole conflict with Thorodan, seeing it as another person with too many plots and schemes, so much like his father. Plans within plants, within plans, it was always the same. (But he was also wondering if Munin might not be helping the dragon, as doing so seemed as likely. But as it turned out, his worries were unfounded and Munin was neither here nor there) His view of Thorodan changed when the dragon intervened in the battle, saving his cultist and healing the wounded. Hugin did not like that! It ruined his fun and he never could stand when someone did that, not even at the best of times. That was the turning point when he really decided to join the crusaders and help them in their quest to take down the Vile One themselves. The idea to take on a dragon was very appealing, and despite the low chance of success, Hugin was not one to back away from something that could provide him with such a nice amount of chaos. (If they made it then the death of Thorodan would create a vacuum of power among his followers, and therein shatter everything the Vile One was planning.)
Relevance: Hugin is there to cause discord, and he functions as a spy for the rebellion. Or that is what he likes them to think, he is as likely to do something else if he feels like he wants to.

In the eyes of many, the battle against Thorodan was a failure, but Hugin was not discouraged by that. If anything he had enjoyed himself far too much to bother with the details of who actually won. That day, Hugin and his friends might have died if not for the intervention of Sartor Helios Avorée, and Circe Avorée, Hugin's father and mother. After the escape from Thorodan Hugin had to take some time to fully recover his magic before he felt like he could risk another conflict. When taking part in the final battle against the dragon's forces, he once again joined the crusade lead by Aethelnoth. But by this point most of the events were starting to bore the chaos lord, he had never been known for his ability to stay focused on one single situation for a longer period of time. The whole business with Thorodan had lost its charm, and Hugin just wanted to move on to something new. But, he did help the Crusade despite this.
Into the Future
In the end, the world did not end like Thorodan planned. But there was much destruction from the flooding, and the world itself would be forced to change. Hugin liked the idea of this change, how everything was forced to alter itself to fit into the new and leave the old behind. When Regnicia came with the offer to journey into the future lands, most of the people in the crusade agreed to do it. The gate was made ready, and Aethelnoth asked to be returned 30 years before the others, with the excuse that he wanted to set things up. At this point Hugin did nothing, but he was having plans of his own. The chaos lord never did like when people ordered him around and he never was one for playing by the rules of the house. So when the timeway was opened for the rest of the crusade, he entered it with them, but once inside he exited the time tunnel at a random moment. Leaving Alzion, Dominicia and Serene behind in the timeway, with only the echo of his laugh left behind. At that point, none of them knew where he would end up...
Hugin arrived in a Hyrule that looked a lot different from what he was used to. Things had changed a lot, and there was a new capital, and even the layout of the land itself looked somewhat different. Wonders can be done with a near-end of the world experience! Wherein Aethelnoth had arrived 30 years before his comrades, Hugin instead ended up 10 years before the other crusader's arrival, 20 years after Aethelnoth.
But, he was not discouraged by this little setback and instead saw it as an opportunity to do a little exploring of his own. He really had no idea what Aethelnoth was doing, and he was not so keen to find out right away. Not when there was fun to be had. What he did was establishing himself into the spy business, as information equals power, and knowing peoples dirty secrets was always one source of a good laugh. He learned secrets and he sold them to whoever was willing to pay. It was pure coincidence that he ended up with the alias of Havran Myslel, he just needed a name one day and took the first one that came to mind. Then, came the rebellion. He just happened to be present during one of Karina Siegler's first passionate speeches about freedom from the crown, and how it was corrupted. Could he be so lucky that there was such a thing in this... time? It sure looked that way.
Hugin might not be a person to make long-term schemes, but he was always very good at making up plans as he went along. Using the persona of young Havran he joined Karina and her little friends in their rebellion. It soon became apparent that "Havran" was a very useful spy, and he could get into places without much effort, and he was never seen. The history of Havran became a story of a young boy manipulated and used by his family, which in itself was not far from the truth. Truth with a twist would have been the word for it. People are never so much fun as when they are self-righteous, and this rebellion was going to provide him with much-needed amusement.

Skill Set:
Chaos Sorcery
Hugin is a user of a very strange kind of magical power, it is not linked to any element and yet it is not fully arcane arts either. He draws his power from the essence of chaos and is as much a part of him as he is a part of it. The magic he uses is a mixture of creation and destruction, making it possible for him to create objects from thin air or assault his enemies with blasts of destructive chaos energy. He can also levitate himself or teleport. He can shapeshift his own appearance at will, appearing as anything he might desire, not limited to such things as gender or age. As Havran, most of these abilities remain hidden, and his allies in the rebellion are only aware of the power he has in turning himself into a raven at will, other than this he has shown little to no combat abilities.
A downside to most of Hugin's abilities is their lack of subtlety. One such example is that his teleport always shows his arrival in a blast of feathers or a display of bright light. Chaos is meant to be seen, it is not supposed to be hidden. It is honest and does not try to be something it is not.
The Allure of Discord
Chaos is attractive, and if not, it is alluring. Hugin has an unnatural charm about him that makes him alluring, this takes on different effects on different people. He is an excellent actor when it comes to appearing how he wishes to appear, taking on the form of a child he will act that way, same with a person of old age. Hugin also has a knack for pushing at the right places to reach a person's sore spots and can use this to turn friends against each other, further spreading chaos. This part is as much what he is as what he can do, Hugin cannot help himself from following this. He is as much a victim to the allure of chaos as his victims. Like the story of the fox and the scorpion, Hugin rarely desires to hurt people, but it is in his nature to cause chaos. Going against this nature is very difficult.
